In 2004, the federal government released revised Special Education Regulations — the IDEA 2004. Because the state regulations must conform to the federal language, advocates and the state Department of Education have been working together to revise them. Advocates organized attendance at public hearings to talk about what is and is not working for Pennsylvania’s students with disabilities. The final regulations are expected out by the end of March 2007. Upon release, subscribers to this newsletter will receive an alert and a link to the new regulations, which will be posted on our Web site.
Changes in IDEA 2004 include a change in the identification of learning disabilities and in discipline of students.
